Works along the same line as the AT&T app to report problems with the network, however this one will report locations where you notice oil spills or remnants from another areas spill coming into your location. CrisisCommons gets all the info, then gathers and coordinates the crowdsource data and makes sure the appropriate agencies get the info to assist in cleanup. And it's free.
